QII for Insulation Contractors: How to Pass the First Inspection

Quality Insulation Installation (QII) is often discussed from the builder’s point of view, but insulation contractors control the workmanship being verified in the field. The ECC rater (formerly HERS rater) verifies the applicable details, the builder schedules the milestone, and the energy consultant prepares the compliance documents.
For 2025-code projects, installers and raters should use the assembly-specific criteria in the CEC’s Reference Residential Appendix RA3.5 together with the approved plans and manufacturer instructions.
For insulation contractors, QII is not just an extra inspection. It is a quality-control process that can become a competitive advantage. Crews that understand QII can produce cleaner installs, reduce callbacks, and protect the drywall schedule. The goal is to install each assembly according to the approved details and product instructions so the ECC rater can document the work efficiently.
Start With the Energy Documents
Before the crew unloads material, confirm that the insulation package matches the current Title 24 compliance documents. The rater will compare the installed R-values, insulation types, and assemblies against the compliance paperwork. If the wall is modeled with R-21 batts and the jobsite has R-19 material staged, the installation can look perfect and still fail.
The contractor should know:
- Required R-values for walls, roof/ceiling, floors, and any special assemblies
- Which areas are inside the conditioned envelope
- Whether the project includes batt, blown-in, spray foam, rigid board, or a combination
- Whether attic, floor, kneewall, rim joist, garage separation, and shaft areas are part of the QII scope
- Whether the builder expects QII inspection before drywall, after attic blow, or at multiple stages
When something does not match the documents, stop and ask before installing. Material substitutions, framing changes, or plan revisions should be handled before the rater arrives, not after a correction notice is issued. Crew leads can use the QII rough-in walkthrough to organize the final room-by-room check.
Treat Air Barrier Contact as Part of the Install
QII is about more than putting the right R-value in the wall. The insulation must be installed so it stays in contact with the surrounding air barriers and framing surfaces. In practical jobsite terms, that means insulation should fill the cavity without gaps, voids, compression, or misalignment.
For batt insulation, the face of the batt should be flush with the interior face of the studs so drywall can contact it. The back of the batt should touch the exterior sheathing. At the sides, the batt should fit snugly against studs, blocking, and plates. If a batt curls away from the sheathing, bunches around a wire, or leaves a crescent-shaped air space in the corner, the assembly does not meet the intent of QII.
For blown-in systems, the cavity must be filled evenly and densely enough to meet the manufacturer’s coverage requirements. For spray foam, the foam must reach the specified thickness and cover the assembly continuously. Each material has its own installation method, but the inspection principle is the same: the thermal layer must be continuous and aligned with the air barrier.
Cut Batts to Fit Real Framing
Standard batts are sized for standard framing. Real buildings are full of nonstandard cavities. QII contractors need a cutting routine that treats irregular spaces as normal work, not as exceptions.
Common places that need custom cuts include:
- Narrow bays near corners and intersecting walls
- Cripple cavities above and below windows
- Header pockets and framed-down areas
- Short sections around blocking
- Garage-to-house walls
- Stair walls and landing walls
- Tub and shower surrounds on exterior walls
- Rim joists and floor transitions
The right approach is to measure, cut, and fit. Do not fold a batt into a short space. Do not stuff oversized material into a narrow bay. Do not leave small pieces out because the cavity is awkward. A QII rater is trained to look for exactly those areas because they are where installation quality usually breaks down.
Split Around Wires, Pipes, and Boxes
Electrical and plumbing rough-ins are one of the most common sources of QII corrections. When a wire or pipe crosses a cavity, the insulation should be split so material sits behind and in front of the obstruction. When a batt is pushed behind a pipe or smashed around a wire bundle, it creates both compression and voids.
Electrical boxes need the same care. Insulation should be cut around the box so the cavity remains filled behind and beside it. The material should not be crushed flat behind the box, and the space around the box should not be left open. Phone, data, low-voltage, plumbing, and mechanical penetrations should all be treated the same way.
This is a crew training issue. Demonstrating product-appropriate fitting around obstructions can reduce recurring compression and void corrections.
Do Not Ignore Rim Joists, Kneewalls, and Headers
QII failures often happen at the edges of the envelope, not in the easy middle bays. Rim joists, kneewalls, skylight shafts, framed bump-outs, and window or door headers can be small compared with the total square footage of insulation, but they matter.
Rim joists should be insulated to the same standard as the adjacent wall assembly, with no gaps or loose pieces. Kneewalls and skylight shafts that separate conditioned space from an attic need insulation plus a continuous air barrier on the attic side when air-permeable insulation is used. Headers need to match the approved detail and be insulated where required. Bump-outs and double walls need full cavity fill or an added air barrier that brings the insulation into contact with the enclosure.
These areas are easiest to fix before the rater arrives. Build them into the crew’s own punch list.
Protect the Work Before Inspection
Even a perfect insulation installation can fail if another trade damages it before inspection. After the insulation crew leaves, electricians, plumbers, low-voltage installers, HVAC crews, or framers may return to the walls and disturb the work.
Insulation contractors can help by communicating clearly with the builder:
- Ask whether all rough-ins are complete before insulation starts
- Tell the superintendent which areas are ready for inspection
- Flag any trade damage seen before leaving the site
- Photograph completed high-risk areas
- Ask the builder to avoid additional wall work before QII inspection
The builder controls the schedule, but the insulation contractor can protect the quality of the finished product by making the handoff explicit.
Keep Product Labels and Installer Documentation Available
The rater needs to verify not only that the installation looks correct, but also that the installed materials match the compliance documents. Product labels, bag counts, coverage charts, foam specifications, and installer certificates can all help make the inspection smoother.
For blown-in attic insulation, depth markers should be visible and distributed so the rater can confirm coverage. For wall systems, documentation should support the product and density used. For spray foam, the installed thickness and product type should be clear.
Good documentation does not rescue poor installation, but it prevents avoidable delays when the install is otherwise correct.
Build a Contractor-Level QII Checklist
The most reliable insulation contractors do not wait for the rater to become their quality control department. They create a simple internal checklist and use it on every QII job.
Before calling the installation complete, check:
- R-values match the current compliance documents
- In-scope cavities have the coverage required by the approved assembly
- Batts are cut to fit without folding or bunching
- Insulation is split around wiring, piping, and boxes
- Rim joists, headers, kneewalls, and bump-outs are complete
- Attic baffles and depth markers are installed where needed
- Air barriers and backing are present at exposed air-permeable insulation
- Trade damage has been repaired
- Labels and product documentation are available
This checklist does not need to be complicated. It just needs to be used consistently.

Builders remember which contractors pass QII without drama. When an insulation contractor can tell a builder, “Our crews are trained for QII, we do our own pre-inspection, and we know what raters look for,” that contractor is offering more than insulation labor. They are offering schedule protection.
That matters. Documented corrections can delay drywall, create reinspection costs, and put pressure on downstream trades. Tracking first-pass results and recurring corrections can become a practical quality-control advantage.
